Under the new terms, the core satellite network will increase from 282 planned units to 348 operational spacecraft. This expansion directly responds to rising security and defense demands across Europe. The revised design incorporates technical improvements to the baseline hardware and adds 66 low Earth orbit satellites dedicated to defense, security, and emergency services. Technical evaluations suggest that this broader architecture will boost secure governmental communication capacity by 60 percent within EU territory and by 54 percent worldwide, enhancing regional emergency response and critical infrastructure resilience.
EU Signs Agreement to Broaden IRIS2 Satellite Coverage
The SpaceRISE consortium, responsible for main development and a 12-year operational concession, includes leading European satellite providers such as SES, Eutelsat, and Hispasat. The European Space Agency provides technical support and launch coordination, working closely with the consortium. Manufacturing is conducted through a broad network of European aerospace firms, including Thales Alenia Space, Airbus Defence and Space, and OHB, along with telecom operators Orange and Deutsche Telekom.
Funding for the expanded system combines public-private investments from the EU budget, national governments, and private sector partners. Member states are formalizing financial commitments for deployment from 2028 through 2034. Notably, Poland allocated 656 million euros, Hungary contributed 500 million euros, and Spain announced investments between 1.6 billion and 2 billion euros, with additional national funding negotiations ongoing.
