Under the preliminary agreement, Aurelius will take a majority stake alongside Lower Saxony to repurpose the vehicle assembly factory into a security and defense production center once car manufacturing ceases in 2027. The initial anchor project for the repurposed site involves a manufacturing partnership with state-owned Israeli defense contractor Rafael Advanced Defense Systems. Operational plans focus on the domestic fabrication of specialized systems and mechanical components for air defense infrastructure intended for procurement by Germany and European allied nations.

    The decision to repurpose the Osnabrück site follows Volkswagen’s 2024 strategic determination to end passenger vehicle assembly at the factory by mid-2027 due to persistent industrial overcapacity. According to statement disclosures from the factory works council, the defense manufacturing agreement aims to secure approximately 1,200 specialized technical positions at the facility. Labor union representatives from IG Metall recognized that converting civil automotive lines to defense manufacturing could secure long-term jobs for regional workers after months of employment uncertainty.

    The deal remains subject to final contractual agreements, approval by relevant corporate supervisory boards, and formal regulatory clearance from German antitrust authorities. Financial details, overall valuation, and specific equity ratios between Aurelius Capital and Lower Saxony have not been publicly disclosed.

    Industry analysts note that shifting automotive infrastructure toward military hardware aligns with rising defense procurement budgets across European NATO member states. Monitoring committees will oversee regulatory filings and production milestones as Volkswagen transitions out of vehicle manufacturing ahead of a complete operational transfer.
